The ac compressor is engaged by an electrically operated clutch within/behind the pulley wheel. Do not proceed if you’re not sure you’ve properly shut off the power. If the pulley wheel is not spinning but the belt is sliding over it then you have a seized ac compressor and this will most probably need replacing.
The capacitor may have gone bad and therefore the fan won't start.
When the ac isn’t on, the wobble plate inside the compressor is in the 0° position, so the compressor isn’t compressing any refrigerant. The dual run capacitor is defective. To test, find a long, thin wooden dowel or stick and insert it through the metal grate on the top of your ac unit. The pulley spins the entire time the engine is running, but the clutch plate is stationary when the ac is off.
